The objectives of Mario Draghi's Italy

The government led by Mario Draghi is pursuing several objectives, particularly in foreign policy. Below is an excerpt from the article by Dario Fabbri, geopolitical analyst, published in May in Luxury, with update notes (in italics and marked Ed.) written by me after the G7

The government led by Mario Draghi has been tasked by the Quirinale with pursuing multiple objectives, especially in foreign policy.

To secure the financial and geopolitical survival of the Bel Paese.

Called on to manoeuvre between our main counterparts, above all Germany and the United States.

A very difficult undertaking that will inevitably pay the price of our structural weaknesses, to the point of keeping us in limbo indefinitely.

The Draghi government's first objective is to secure the money from the so-called Recovery Fund , that is, the funding guaranteed by Germany through the issue of bonds by the European Commission. Otherwise Italy faces a serious risk of bankruptcy. The prestigious figure of the former President of the European Central Bank is meant to act as a guarantee for German public opinion and the German government, as well as for the Dutch and the Austrians.

In this way, hopefully with France's support, Draghi should prevent Germany from launching a new season of austerity in a few years' time, a development that would make it impossible for Italy to benefit from the greater leniency introduced by the Chancellery last summer.

A particularly demanding task, which looks even more complex once its geopolitical implications are weighed.

Although relieved by Germany's intention to save the Eurozone, Washington views the promised effort with considerable suspicion, strongly opposed to the possibility that Berlin might turn its economic sphere of influence into a strategic one.

In this respect the Prime Minister will have to persuade the Americans that we are aware of this, and explain that we are interested only in the money guaranteed by the Federal Republic, while opposed to deepening our role in the Teutonic value chain.

To soothe any American sensitivities, the Italian government will have to keep its distance from the superpower's historical enemies, putting an end to a season of dangerous winks begun by the previous Conte governments.

It will have to visibly renounce the economically driven opening towards China , made concrete in 2019 by the signing of the so-called memorandum on the New Silk Roads.

A move apparently at odds with Draghi's Jesuit education, which could damage relations with the openly pro-Chinese pontificate of Francis.

Rome will then have to signal that it is rather cold towards Russia , historically a useful partner for our country, including in negotiating with Washington.

Unlike in the recent and distant past, it will have to appear strongly critical of the Kremlin, especially on moral grounds, the terrain on which Joe Biden wants to lead his European allies for his own purposes.

Our precarious condition forces these heavy choices on us, with no room to step out of line, at least for the sake of appearances.

So ships of our Navy may well end up patrolling the waters of the South China Sea, at the White House's request, to take part in the maritime containment of the People's Republic.

Partly in the hope of getting results on the main dossier of our foreign policy. That is, Libya, where we dream of an American intervention, military or diplomatic, against the now uncontrollable Turkish influence in Tripolitania and the massive Russian presence in Cyrenaica. An effort the United States will probably not want to make, but one worth provoking by offering ourselves as more royalist than the king.

Forced moves that the Draghi government will have to make in the coming years, aimed at obtaining the money essential to avert default, ideally without sinking further into the German sphere of influence, without irritating the United States unduly, and without surrendering to the adverse situation that has long existed in Libya.

Relying inevitably on the standing of the new Prime Minister, in effect a brand to be spent abroad.
